The license to operate Philips University was granted by the Council of Ministers of the Republic of Cyprus, at their meeting on 15 October, 2019 (ref. decision NO. 88.356) with retrospective validity from 5 February 2013. Prior to this license, the Philips College, which is still operating, had successfully operated for forty-one years as an institution of Higher Education, registered with the Ministry of Education, Culture, Sports and Youth of the Republic of Cyprus.

Philips University, which has evolved from the Philips College, is a member of the Association of Commonwealth Universities (ACU).
Governing Bodies
Philips University is a private corporate body. It is governed by the Council and the Senate. The Schools and Departments are administrated by Councils and each School is headed by a Chairperson.
The Council
The Council of the University is the highest administrative body of the University. It is responsible for the administration of all matters which concern the University, including financial matters, infrastructure, supervision of administrative and other staff, the number of students for admission and student affairs. The Council of the University approves the hiring of academic staff that is carried out by the Senate.
The Senate
The Senate constitutes the highest academic body of the University and is responsible for the general supervision of the operation of the University, the adherence to internal regulation and the law. The Senate is responsible for all the academic work carried out by the University, such as scientific research, teaching and all other academic activities. The Senate is chaired by the Rector who is assisted by Vice-Rectors.
